Quality feedback

On 4th of May 2020 the data collection for the COVID-19 Contact Tracing project started. These data are used by the "COVID-19 Contact Center" and the “Control tower” of the regional health inspection services, and the epidemiologists of Sciensano. These data will also be used anonymously for the contact tracing app (September 2020). A fast, complete and correct transmission of data is therefore very important.

Via the circular letter “De verplichtte rapportage PCR/antigeen en serologische resultaten in het kader van de COVD-19-pandemie” / "Obligation de rapportage des résultats PCR/antigéniques et sérologiques dans le cadre de la pandémie COVID-19" of 20th July 2020, you have been informed of the modalities of the data collection within the context of the reimbursement of these tests. Also, you have been informed that you would receive feedback about your participation on this data collection. Below, you can find the explanation about this feedback.


How to interpret the feedback?

The following information is provided in the feedback report:

  • RIZIV/INAMI number and name of laboratory
  • Total number of test results received by healthdata.be on dd.mm.yyyy (between 00h00 and 23h59)
  • Total number of missing and wrong NISS numbers (patient identifier) in test results received by healthdata.be on dd.mm.yyyy (between 00h00 and 23h59)
  • Total number of missing and wrong test type codes in test results received by healthdata.be on dd.mm.yyyy (between 00h00 and 23h59)
  • Total number of missing and wrong test result codes in test results received by healthdata.be on dd.mm.yyyy (between 00h00 and 23h59)
  • Total number of positive test results received by healthdata.be on dd.mm.yyyy (between 00h00 and 23h59)

Above listed measures are also provided for different "time windows" and "test types":

  • Time windows:
    • within 1 hour after completion and validation of test
    • more than 1 hour and less than 4 hours after completion and validation of test
    • more than 4 hours after completion and validation of test
  • Test types:
    • PCR/antigen test
    • Serological test

Important: correct RIZIV/INAMI code for laboratory required

The analysis of the laboratory test results are grouped by the variable "HealthcareProviderIdentificationNumberLab" within the message "LaboratoryTestResult", which is the lab’s NIHDI identification number. This field is mandatory and consists of 8 consecutive numbers, as in COBRHA, and therefore without punctuation marks such as spaces, periods, underscores or hyphen and without the authorization code.

How do we calculate the Time window?

The time window is calculated by subtracting "TestDateTime1" (and "TestDateTime2" and "TestDateTime3" if more than 1 test was provided in same message) from the timestamp immediately provided when the message was received through eHBox or sFTP (or HTTPS).

The DateTime format for "TestDateTime1" as described in the technical guidelines is "YYYY-MM-DD hh:mm:ss". If only " YYYY-MM-DD" was provided, we will add 00:00:00.

The timestamp we provide when receiving the message is also transformed to the format "YYYY-MM-DD hh:mm:ss".


How do we verify the NISS code of the patient?

We verify the NISS code of the patient by using MODULO97 for the variable "PatientIdentificationNumber" in the message "LaboratoryTestResult". This standard verification is corrected for persons born in the year 2000 or later.


How do we verify the laboratory test type code?

We verify the laboratory test type code by investigating whether the LOINC codes listed in the value set "TestCodeCodelist" and provided by the RETAM team are used for the variable "TestCode1" (and " TestCode2" and " TestCode3" if more than 1 test was provided in the same message). These LOINC codes can be found here (cfr. TestCodeCodelist).


How do we verify the laboratory test result code?

We verify the laboratory test result code by investigating whether the SNOMED-CT codes listed in the value set "CVTestResultCodelist" and provided by the National Terminology Center are used for the variable " TestResult1" (and " TestResult2" and " TestResult3" if more than 1 test was provided in the same message). These SNOMED-CT codes can be found here (cfr. CVTestResultCodelist).
